בפקודת מס הכנסה[1] (להלן – הפקודה), בסעיף 17, אחרי פסקה (13) יבוא |

סכום שהוציא נישום לטיפול בכל אחד מהוריו אם הוא בן 70 או יותר או אם הביטוח הלאומי קבע שהוא בעל דרגת נכות של 50% ומעלה והוא זקוק להשגחה מתמדת או תלוי בזולת להתנהלותו היומיומית" |

דברי הסבר
מצבם הכלכלי של קשישים רבים הינו קשה, ועל כן הם נזקקים לעזרת ילדיהם. הצעת החוק שלפניכם באה על מנת לאפשר לבני משפחה להוציא את כל שיוכלו למען הטיפול הרפואי בהוריהם ובכך להגדיל את היכולת הכלכלית לסיוע של הדור הצעיר בהוריו.
מלבד המוסר הבסיסי המחייב אותנו כחברה לדאוג לרווחתם של קשישי ישראל ולטיפול נאות ומכובד בגיל מתקדם, גדולה אף יותר מחוייבותנו כחברה לדור הקשישים אשר הינם אנשים שבמשך שנות דור בנו את גופי המדינה מראשיתם והם אשר הביאו את המדינה למצב בו אנו מוצאים אותה היום.
